Exporting Plants and Forest Products
This section deals with those requirements for exporters as well as some of the certification standards and procedures associated with exporting plants and/or forest products.
New Zealand is a signatory to the International Plant Protection Convention (IPPC). The convention is designed to stop unwanted plants, plant pests or plant diseases being spread through international trade. Trees and forest products are also covered by the convention. The New Zealand Government has designated MAF as the National Plant Protection Organisation (NPPO) to ensure that New Zealand is meeting the requirements of the IPPC.
The role of the Plant Exports Team is to provide credible assurances and to reduce technical market access barriers. Anyone taking or sending plants and/or forest products out of New Zealand must meet clear phytosanitary (plant health) standards of the importing countries. - Plant Export Certification Standards are operating standards that must be met for certain plant products to gain MAF Biosecurity NZ's approved export certificates. There are Guidelines for requirements to be met by organisations to gain approval to undertake export certification activities
. The content in these guidelines was developed by the Plant Market Access Council. In providing this link, MAF Biosecurity New Zealand does not expressly nor implicitly endorse these guidelines. - Importing Country Phytosanitary Requirements (ICPRs) are requirements set down by other countries for importing plant and/or forest products.
- Phyto-E-Cert has information on MAF Biosecurity NZ's electronically generated phytosanitary certification system.
- Compliance Programmes set out the specific plant health requirements for selected horticultural exports.
- Pre-clearance Programmes: pre-export inspections are required for some selected horticultural exports.
- Plant and Forest Registers, Lists and Indexes
- Register of MAF-approved organisations: MAF Biosecurity approved organisations, operators and identification systems.
- Fees: MAF Biosecurity NZ's fee structure.
- Pest Information: Pest information contains the Country Freedom List, which are those organisms which New Zealand currently declares itself free of, the Commodities Pest Lists and the Australian Pre-clearance Pest Lists, which contains information on plant pests known to have been detected on produce being exported from New Zealand. It also contains Keys to selected beetles and mites of New Zealand.
